The definition of "shuffling" from Wikipedia:
Shuffling is a procedure used to randomize a deck of playing cards to provide an element of chance in card games. Shuffling is often followed by a cut, to ensure that the shuffler has not manipulated the outcome.

Dramatic shifts are rumored for a provincial cabinet shuffle that will come as early as Tuesday.
Stelmach heads for the Middle East on Thursday for a conference. If he does shuffle this week, he’ll be absent after putting ministers into powerful new jobs, while leaving out many other Tory MLAs.
That could be risky in these times. Even Napoleon left town once too often.

EDMONTON - Alberta Premier Ed Stelmach will make major changes to his cabinet this week in an effort to bolster his Tory party's sliding support, The Canadian Press has learned.Government insiders have confirmed that the premier will push back his departure later this month for an energy summit in the Middle East and will announce a new cabinet as early as Tuesday.
"Everybody knows the premier's in trouble," said a government source who asked not to be identified. "Just shuffling a few chairs is not good enough. "The opposition parties say they're not surprised Stelmach is making wholesale changes to cabinet, given his perceived waning popularity.
